Just thought this was interesting.
Checked the TX DPS stats on new CHLs issued in 2010 by zip code, and based on the size of my zip code area in square miles, there were 10 new CHLs per square mile issued in 2010. Wow. Gotta love Tx.
Maybe you can check the same for your zip code and post if interested.

Active License/Certified Instructor Counts As of December 31, 2010:
Active License Holders: 461,724
Certified Instructors: 2,164

Active License/Certified Instructor Counts As of December 31, 2009:
Active License Holders: 402,914
Certified Instructors: 1,881
SOURCE
461,724 - 402,914 = 58,810 brand new CHLs issued during 2010
2,164 - 1,881 = 283 brand new instructors in 2010
Your link indicates a total of 102,133 licenses issued in 2010, so 57.6% of those were brand new, and the remaining 42.4% were renewals.
Interesting stats...

You're not wrong. Active duty military can get it at 18. Also, the fee is waived.

I remember hearing something like this at one time. but does this also mean that if you in the military at 18 you can buy a handgun(e.g. academy, pawn shop, etc.)?

The CHL is Texas law. Federal Law still applies.
