IIRC there is a longer version of the video in the op that explains that the purpose is to show a flaw in the design of a specific brand/style/type of holster.

Wow that was textbook CQB. Draw+2 from the hip engage second target with 3 rnds. I wonder who the consultant was on this movie.

An old SF guy. If the Internet lore was correct back in the day I think it was a 7th or 10th grouper.

That would be Mick Gould, ex British SAS
Gould was a firearms advisor and trainer for both Collateral and Heat. There are videos on youtube talking about the training. Michael Mann likes when actors know how to do it in real life. In the commentary bonus material for Thief, Mann and Caan talk about Caan going to Gunsite to learn guns and working with real crews to learn safecracking for the role.
