Wallet Holsters

I thought holsters that looked like wallets were fine as long as you had to draw before shooting BUT the ATF didn't like holsters that allowed the gun to be fired inside the holster, saying the combination is a NFA AOW and has to be registered. Is that still true? I'm asking because I recently saw a vendor selling wallet holsters that allow the gun to be fired from inside the holster.

DeSantis sells a holster like the one above and they have a link to an ATF letter which alludes to this holster not falling into the AOW category due to the exposed slide and barrel.

A holster that doesn't cover the entire trigger seems to be missing the point of a holster.
