Civil restitution to victims?

Ok,

Say someone was victim of shooting. The BG arrested and convicted. However, who is going to pay for the medical bills, lost wages, and pain and suffering?
I know one can sue his aggressor for damages, but why the criminal court do not do that as matter of course? Why not have a second phase where the victim is awarded restitution for damages?

Going to hospital can bankrupt the victim.

From my limited point of view, the general reason the aggressor was aggressive is that they are broke and unwilling or unable to work to remedy that situation. As my wise uncle once told me "You can't get blood from a turnip".

If I ever get attacked by Donald Trump, I'm retiring, assuming I survive.
