Sounds like she may have either been intoxicated or under the influence of a drug, and maybe not at her will. Hopefully they ran a tox-screen on her and will be able to tell if maybe she had been slipped a Ruffie (Rohypnol aka. "perfectly legal" - no. "justifiable" - I sure hope so.
