Two quick comments.

1. It's an indefinite quantity contract, so there's no minimum. They're essentially locking in a price.

2. DHS runs FLETC.

Does this open the door for the military to move up from the 9mm to .40?

From the LEOs that I have talked to .40 S&W is here to stay. A Fire marshal buddy told me that over 60% of law enforcement now carry the .40S&W. I know some hate the .40 but the very fact that they get close to .45acp performance with more rounds is a factor that can't be ignored. As for the military switching to .40 S&W? I don't see that happening anytime soon because 9mm is the accepted NATO sidearm round and 9mm is way cheaper to supply the military with then .40.

...anyone who's been active in "gov't business" know if the military's used .40 at all??? all I've ever known about is .45 and 9mm...but there's a loooooooot of that iceberg I haven't seen....

USSOCOM personnel can likely get whatever they want. However, for most US military units, a sidearm is a backup to the rifle/carbine (or crew served weapon) or serves as a badge of office. Even CID units are issued a 9mm, although it's a M11 (Sig-Sauer) instead of the M9 (Beretta) MP carry. For the role a sidearm plays in the military as a whole, logistics are much more important than any marginal advantage 40 has over 9.
