Keeping your firearm unloaded at all times will help prevent accidents and injuries, even if it does accidentally fall into the wrong hands. As an NRA instructor, I can assure you that FoxNews has misinterpreted "use." A loaded gun on the nightstand is "in use," even if it isn't in your hand. There's a lot of room for use of judgement in there. If there are small children in my home at night, I'm not going to leave a loaded gun on the nightstand, for instance. OTH, NRA does advise you to keep ammunition in another room from your gun while you're cleaning it, so as to prevent a ND. It also advises you to treat all guns as if they are loaded, at all times. There's a lot of "nuance" there that the article just plain ignores.
