Apparently some counties were throwing up extra hoops for CHL permit applicants, above & beyond what was required by state law. Now, they'll be banned from doing so. Both banning a requirement for fingerprinting, and

"local circuit courts will be both prohibited from requesting “information or documentation other than that which is allowed on the application,” and required to issue permits "via United States mail.""

I found this part interesting:

"Legislative insiders say that the relatively easy passage of these two bills this year reflects the growing political power of Virginia’s CHP holding population. Currently 271,532 Virginia residents hold active CHPs issued by local Circuit Courts according to Donna Tate, Manager of the Virginia State Police (VSP) Firearms Transaction Center. "

Well they still have some serious fixing to do. I see their CHP applications are considered public records accessible to journalists. That is totally unacceptable.

It is...we are working on it. But it will be nice not to have to get printed again in 4 years when I go to be renewed.
