That's how we carry - cocked and locked.

When I carry my Mustang thats what I do. It so easy to flip off the safety when I want to that I don't worry about it and its got enough tension on it that I don't worry about it accidentally getting flipped over to safe while in my pocket.

Pocket carry rules apply: use a holster that covers the trigger and don't put anything else in that pocket.

I don't know about that specific gun, but my answer for any similar firearm is, "Yes, chambered. Yes, safety on if it has one."
