The Detroit Police Union says the city is "war-like" and unsafe for visitors. They are planning to hand out flyers telling people to "Enter at your own risk".
While this seems like a ploy by the union for increased funding to the police department, they do have a point.

Ciudad Juárez seems safer and less corrupt than Detroit.

I grew up in Southeastern Michigan. It is as bad as Juarez in certain areas, but one major difference. The thugs in Detroit aren't as organized as the cartels in Juarez. Organization of crime is a lot scarier than a bunch of wanna be gangsters running around shooting each other.
There are also many very affluent areas right outside the Detroit city limits. So the bad element gets a bit diluted. You can't say that about Juarez.
Right before I left, there was talk of the FBI taking over the Detroit police dept. The city hasn't been able to control the dept, and now their new chief has been accused of an improper relationship with a subordinate.
Note that the former mayor of Detroit now lives in Grand Prairie (west of Dallas). He relocated here after being tossed out of office for a slew of issues, and after a prison stint.

This is news?
I was in Detroit for a conference in the mid-70's and staying in the Cadillac Sheraton downtown. The mounted LEO told us back then not to go out to eat, etc. unless we were in a group.
Detroit is another place in an ever growing list of places that I have absolutely no intention to re-visit.

While I was in Hawaii last month, my wife and I met a couple from a Detroit suburb. They told us some amazing stories.
Apparently, there are large parts of Detroit that, just 5 years ago, were neighborhoods. Today, they are abandoned and overgrown with weeds, tall grass, and decaying homes. Apparently, people have started dumping bodies in these areas and the bodies don't get found for weeks, if at all. Police no longer patrol these abandoned areas because there are no residents there any longer.

I've been to Detroit a couple of times. I'm not a very well-traveled man, but I've never felt as uncomfortable in ANY other city as I did there... no intention of ever going back.

If they can't do the job, fire them all and hire people who can.

According to a friend who used to be a Detroit Homicide Detective the city "fathers" do not want the cops doing their job. It wasn't until just a couple of years ago Detroit allowed their officers to carry something other than FMJ ammo. They don't get JHP they are issued EFMJ that's not much better than FMJ. My friend only goes to Detroit if there isn't any other option and then he has at least 3 guns on his person and if he can has another armed person with him. It's in and out during the daylight hours no overnight stays.
