Militaries would fall under, "...provide for the common defense." 3. Don't compromise..........if the constitution doesn't expressly allow you to do something then you can't do it.

ETA: In the comment section at the end, I also asked why we allow states that traditionally vote (D) in the general to pick our candidates for us. States that actually support the eventual nominee don't have a voice in the primary until the blue states have narrowed the field to unacceptable candidates.
