School premise carry vs. school event carry

I can't remember if we've talked about this or not and the search brings up thousands of hits.
As more and more schools opt to allow some kind of CHL carry a question comes to mind.
School premise (the building(s)) themselves would be open to CHL carry if the district so allows. PC 46.03
I still see school sporting events, band contests, or other interscholastic events as being off-limits. PC 46.035
Even if allowed under 46.03 the CHL would still not be allowed into these competitions under PC 46.035.
Am I reading this correctly?
If so, all of these schools that allow their teachers, staff, or others to carry can still not carry at the Friday night football games or in the gym during a basketball game. Seems like a situation just waiting to happen.
