Pasadena Mayor Carrying at City Council Meeting

New guy here with some confusion. I saw this article where the mayor had a pistol fall out of his pocket after a meeting. He appears to be in hot water, even though he claimed it was a pellet gun.

As I read the CHL statutes, he would be fine if he had a CHL. The posted sign is no where near 30.06 compliant and page 38/39 of the CHL rules summary exempts governmental meetings as prohibited carry areas unless they are 30.06 posted.
