Currently I am stationed up in Washington State, and my wife's CHL (as well as mine), is going to expire next year. Is there any way we could get our licenses renewed from Washington State? And if so, how would we go about it?

Just renew it online. Texas also offers non-resident licenses and does mail out of state.
