US Homeland Security moves to tackle climate change risks

NEW YORK (Thomson Reuters Foundation) - Protecting the infrastructure of American cities from the effects of climate change is rising on the agenda of the U.S. Department of Homeland Security, according to a top agency official.

"Increasingly, we've moved not only from a security focus to a resiliency focus," said Caitlin Durkovich, assistant secretary for infrastructure protection at Homeland Security, an agency better known for its fight to curb terrorist threats.

In New York, "Hurricane Sandy really highlighted our vulnerabilty" to climate change, said panelist Daniel Zarrilli, director of the city Mayor's Office of Recovery and Resiliency.

The city is still recovering from the effects of the storm, which flooded most of its extensive shoreline, left tens of thousands without electricity for days, did billions of dollars of damage to infrastructure and killed 44 people, he said.
Exactly WHEN was it determined that Hurricane Sandy was the result of climate change (besides it being "hurricane season")?

I find this to be an alarming example of a federal agency grasping for more power.

The primary focus of ANY bureaucracy is to constantly increase its size and budget, along with the scope of its power and authority. If you are not "doing more" this year than last, it becomes difficult to justify an ever increasing budget. The DHS has become the ultimate governmental bureaucracy in only a few years, by gobbling up and absorbing other longstanding federal agencies as fast as they could and incorporating those agencies "missions" as part of their overall umbrella.

Maybe that's really why the various branches of the fed are grabbing up all the land they can, to protect it from climate.
