I doubt the hotel receives 51% of its income from alcohol sales. If it does it would probably be wise to pick another hotel - for a multitude of reasons.

Maybe. What is the hotel name and address? It may be two separate businesses in the location that have alcohol permits, but the signs may be posted incorrectly at one of the other locations in the hotel.

The only license at that location is for the hotel itself (in the name of La Quinta) and is a blue sign license.

Sounds like another case of a place putting up all the signs because they were in the packet sent to them by the TABC.
EWWW, is that a phone in the restroom? I wouldn't be using that thing.

I may be wrong, but it looks like one of timed air fresheners that are in most public restrooms. Although it is placed too low if that is what it is. Maybe an auto-cologne sprayer.
EDIT: Just saw the first picture, IT IS A PHONE!

It means you can't go number 1 if you have been drinking and are carrying.
