Oklahoma resident wants TX CHL

I am attending the CHL Instructor course on 6/11 and in the near future I will be certifying a good buddy and neighbor of mine. This friend's dad, who hails from OK, is interested in attending the same class for a TX CHL. I know its legal and can be done, but is it worth the hassle to the out-of-stater and the instructor?

Thats a decision only the student can make. He will have to come to Texas to take the class.

I thought that the only out of state residents TX would allow to get a license were those states that did not offer a CHL of their own. Am I wrong (or outdated)?

That was correct at one time. Now, any resident of any state can get a Texas CHL. There also was once a requirement that they had to get a Texas ID issued by DPS, but that has also been dropped.
Now, for a non-resident license, instead of entering the Texas driver's license number on the TR-100, the instructor writes "Non-Resident" and that is all there is to it.
