My brother (an Ohio CCW holder) informed me of this. Looks like Pennsylvania isn't going to recognize out-of-state CHLs:

... we [the AG's office] have been advised that some law enforcement agencies in Pennsylvania, including the Pennsylvania State Police, are taking the position that our reciprocity agreements with other states do not confer a right to carry a firearm in Pennsylvania on those license holders who do not reside in the state in question...

There is some good news:

The Sheriff of Centre Co. PA., Denny Nau, will issue Via mail to Non Residents of Pennsylvania. (You must have a permit from your state of Residence if your state issues permits.) You can apply in any county but some sheriffs in PA will not issue to non residents though the law says they have to. The easiest way to obtain a PA Non Resident Permit is to contact the Sheriff of Centre Co and they will mail you everything you need and you can do it all by mail.

Hold up a second, Brent...I don't think that letter says what you think it says

This letter states that Pennsylvania's reciprocity does not extend to individuals who hold "non-resident" licenses. That's not so unusual, actually.

Non-resident permits are also invalid in MI, NH, WV, SC, FL, CO and KS. Your resident Texas permit will work there, just not a "non-resident" Texas permit.

Of course, I could be wrong about all this...

You're right. My brother's problem is that his non-resident NH license will no longer get him into PA. The only way for him to carry into PA is for PA to recognize OH or for him to get a non-resident PA CHL. Glad to know that I can gloat to him about that one, even though I can't carry in OH.

Speaking of that, I'd like to get a non-resident UT license for carrying in OH. What options are there for taking the class? Any instructors in the Austin area?

I read on a site on 6/17/07, that it is the position of the PA AG that recognition within PA is based on the issuance to an individual of a valid license/permit by the reciprocal contracting state, and not on the license/permit holder's place of residence.

No differentiation between resident/non-resident permits. Texas is accepted. Utah is accepted as well. Handgunlaw.us is already updated -- Well done!

In my mind, this is how license reciprocity should work.
