I am from Kalifornia and new to Texas. I am waiting for my CHL. I saw few guys selling LEO Stamped Hi-Cap Magazines on Glock Talk forum cheap. What is the law on civilian owing and carry LEO Stamped Hi-Cap Magazines in Texas?

AFAIK, there's no law against owning any magazine of any capacity or origin in TX.
The LEO stamp is likely (not sure) due to the magazines being purchased by a department with public funds. It's likely those mags should not be in circulation as the obligation would have been to return public property to the department that purchased them. I would be more worried about being in possession of public property than about any capacity limit laws, which don't exist in TX.

Those mags typically were marked and date stamped during the 1994-2004 Federal ban on magazines holding more than 10 rounds. As far as whether they can or should be in circulation, many LE agencies sell or trade in their old, unused, surplus duty guns and accessories to legitimate FFLs (http://www.gtdist.com" onclick="window.open(this.href);return false; in Austin & Dallas is a prime example), who in turn sell what they legally can back to the general public. After 2004, in Texas and other 2A-compliant states, there is really no significant legal difference between an LE marked mag and a mag of same capacity purchased retail. I guess some like them for some odd nostalgia aspect. In other states with their own state laws about magazine capacity, the LE mark and date stamp may be useful to prove a manufacture date prior to the state's mag capacity law for some type of grandfathering exemption.

+1 with A-R. No restriction on owning them (at least in TX). I have a few and they are a slightly interesting collectible novelty. When I bought a PD trade-In Glock 22 that came with 3 mags, 2 we LE marked and the 3rd not. Surplus stores around Ft Hood abound with "Government-LE" marked M-16 30 rd magazines which were surplused usually due to worn out springs and are legit for sale to anyone.

Same goes for guns with "Law Enforcement use only" on them, they're just a funny marking on your gun/mag.

I have a LE6520 with the same marking. The only purpose it serves is to put a smile on my face when I see it.

Oh and to the OP... They're not "Hi-Cap" magazines. They're standard-capacity magazines, as opposed to those limited-capacity magazines that were forced upon us during the Clinton gun ban.

Welcome to Texas, I escaped California 10 years ago. The one thing you need to know about Texas is it truly is a free state compared to California. When we first moved here we put in a pool on our 8 acre property and my wife asked the pool company if they were responsible for getting the permit for cutting down the 3 small trees that were in the way.The guys just politely chuckled and reminded us that we were in Texas now.. they were our trees and we were free to do what we wanted with them. It was at that point I realized I was truly in a different place. I know that is way off topic, but I truly love this state and hope you will also. Anyhow, the LEO mags are perfectly legal to own. Yep buy as many "BIG CLIPS" as you want!!! I'm in Commiefornia today but heading back home to Texas tomorrow. I have a stash of about 20 of the 30rd M-16 mags in my safe for the forthcoming zombie apocalypse .

Now I just gotta stock up on that SS109 green tip!! Great for making sure the dead stay dead.

Unless you live in The Woodlands, TX. Even cutting down dead trees has laws attached to them there.

Texas still still a lot of our own freedom issues. We are certainly better than Kommiefornia, but there is a long way left to go.

I have been in TX for four weeks now, I just found out I can pay around $25 for a new hi-cap Glock mags on several websites; i thought i died went to heaven! I ordered 6 G22 and 4 G17s. What I can't get over is the hi-cap and the 10-rd mags are the same price.

In Kalifornia, the pre-ban hi-cap mags will sell at least 3-4X more. I am starting to enjoy being a Texan! FYI, everyone here is El Paso is telling me "just wait until the summer gets here"!

The normal capacity and limited capacity mags cost about the same to produce. Without the artificial scarcity of an arbitrary ban, there's no factors to drive up the cost of the normal capacity mags.

El Paso's summer heat isn't -that- bad, with only a week or three of 100+ temps. You want hot, visit Phoenix in July or August.
