PC 30.06 "Owner" vs. "Lessee"

Hey all, I am a new member as well as a fairly new CHL holder so all needless to say there is quite a bit of questions that have crossed my mind. Here is one that intrigues me. PC 30.06 says:
(b) For purposes of this section, a person receives notice if the owner of the
property or someone with apparent authority to act for the owner provides notice
to the person by oral or written communication.
Since many businesses do not "own" their property, but rather "lease" the property, how would a business that does not own their property be able to display 30.06 sign prohibiting one from entering their business if they do not "own" the property?
Appreciate any insight any experienced users/licensee's can provide.
