Off-duty LEO and Open Carry

If a LEO is off duty and has no visible badge/ID, can he openly carry his service weapon?
Here is the actual event today:
At my wife's office today she walks out of her office following a gentleman down the hallway. She immediately notices a semi-automatic pistol in holster, small of back. His shirt was tucked in and no cover shirt and/or no jacket. I.E my wife is aware as to what constitutes concealed carry vs open carry. This was OPEN CARRY with no badge displayed. With her access to personal records via her office she was able discover that his place of employment was a deputy sheriff. This is how she knew he was a LEO. Next she calls me and asked me, I had to say "Don't know"
