I know of no rule or regulation regarding someone else's criminal history that would bar him from obtaining his CHL. That being said, the convicted felon would have to know what restrictions are on her and comply with them.
Go here and take a look.

I'm speaking off the top of my head, but I seem to have read that if you live with a convicted felon and you have a handgun, you have to follow certain restrictions to prevent the felon access to the gun?
I agree it should have no effect on the CHL application.

It will not prevent you from getting a CHL. If she is still on parole/probation or has not been released for 5 years or longer you must not let her have access to the weapon. Now, per Texas law, if she has met the requirements and conditions of her parole/probation/conviction longer than 5 years ago, she can have a weapon in her home which means she can have access to it inside the home. Now, Federal law is different and she is not allowed to have access to it at all. I dont have time at the moment to look up all of the statutes but will later as we went through this with a son-in-law a few years ago. My daughter had her CHL and was worried about him having access to it.
With that said, if something were to happen, and she had to use the weapon, and if you got a LEO that was anti, he could call in the Feds I suppose.

This place can be a huge resource but i think he should talk to a lawyer just in case. I doubt he wants to see his wife get in trouble again. But I do think he can get his chl without any trouble.
