Did the one about allowing CHLers to have their gun in their vehicle at work?

I was wonder since on another post a guy had a picture of the 30.06 sign in the enterance of the HP parking lot.

I do not believe that HB was passed without looking I think it might have been tabled for the next session.

That's the only pro-gun bill that did NOT pass. The business interests killed it again.

What passed is:

1) Privacy for CHL holders names and other info. (effective immediately)
2) "Castle Doctrine", removing the duty to retreat when faced with attack and providing for civil immunity for people acting lawfully in self defense. (effective SEP-01)
3) "Clarification" of the "travelling" exemption. Keeping a concealed handgun in an automobile is now fully legalized for non-CHL people. (effective SEP-01)
4) A ban on the government confiscating firearms from LAC's duriung times of emergency. (effective SEP-01)
5) Repeal of the provision allowing the LCRA to ban the possession of guns by CHL's on LCRA land. (effective SEP-01)

All in all, a pretty good year for us.

Yes sir, those are some great laws passed.

Maybe next year for the employee parking lot law

So, do you have to be travelling? Or can my wife take her firearm to the grocery store and back without problems?

No, you don't have to be traveling. It will be legal to have a handgun in your car. There is a separate offense of having a handgun in your car if: 1) it's in plain view; 2) you are prohibited from possessing a handgun under state or federal law; 3) you are engaged in criminal activity other than Class C traffic violations; 4or ) you are a member of a criminal street gang.

I didn't really state it clearly. "Traveling" is still in place as a "defense to prosecution". But under the new law, having a concealed handgun in your car is flat out LEGAL, provided the gun is concealed, you are not committing any other crime except for a traffic violation, are not a prohibited person, and are not a member of a gang.

So, effective 9/1/2007, you do not need a CHL to keep a concealed handgun in your automobile, period.

That would be Senate Bill 534. It never made it out of the House.

In Fact, its spot on. Currently, there is not a legal definition for traveling that deals with distance, ie Going to the Grocery Store. I have several DPS friends that have stated they consider you traveling as soon as the car is put in drive. However, as we have seen in Harris County, this is not the case. I did add a bit of sarcasm due the grayness of the current Traveling Law.

After reading the bill several times I have concluded that a non-owner passenger CANNOT have a
concealed handgun on their person, without a CHL of course.
Am I reading this correctly?
