30.06 sign @ HCAD?

Just got an email that the Harris County Appraisal District is posted 30.06. Are they some sort of quasi-private institution, a la the chamber of commerce ? Or is there a courtroom tucked in the back annex somewhere? Or will they be a great test case for smacking down unenforceable signs courtesy of the 2015 legislative session's bill?

Subtitle B. Property Tax Administration
Chapter 6. Local Administration
Sec. 6.01. Appraisal Districts Established
(a) An appraisal district is established in each county.
(b) The district is responsible for appraising property in the district for ad valorem tax purposes of each taxing unit that imposes ad valorem taxes on property in the district.
(c) An appraisal district is a political subdivision of the state.

Collin County appraisal offices are 30.06 posted. No courtrooms inside. Hopefully after September, this will be corrected.
