Clearly not in Texas since it is plainly visible. Now if they went one step further and added a cover panel that freed the gun as the panel was opened...

I'm guessing it's a police vehicle somewhere in Europe. It looks like the letters "PO..." on the hood, the car is a Mercedes, and the gun looks like an HK?....so maybe Germany?

Hard to tell what sort of latch is holding the gun on the door. Maybe a key lock??

Technically if it's a short barreled rifle or machinegun it would be legal to carry this way in Texas (assuming it was NFA registered). However, I sincerely doubt this pic is from Texas.

That makes me miss my first car. My Dad's 1982 300SD with a ~120hp inline 5 turbo diesel. It had 4 wheel independent suspension & 4 wheel disc brakes, but no anti-lock. The wheels were 14" & the tires were 185 width. All on a nearly 5000# car. It was fun in the rain ;)
