Video on site, some transcripted:

HOUSTON (FOX 26) -
“I certainly understand and respect the second amendment I’m not trying to
take guns from Texans,” said Houston Police Chief Charles McClelland.

But citizens and even cops aren’t used to seeing people walking around with
guns visible and it’s got Houston’s top cop worried.

Rights don't end just because you are walking up to the bank. Do your cops get jumped for their weapons when they are uniformed? No. Not going to happen to ordinary citizens either. Criminals aren't going to risk getting shot to obtain a weapon. And no one is going to be alarmed except the people you tell to be alarmed.

Right now all the guy is saying is they will have to figure out what is legal. If he comes to a conclusion that's wrong then it would be an issue but should we really trash a person for not being 100% sure what the law is so they try and figure it out?

If Texas ends up like the rest of the open carry states, it won't be an issue at all.

The open carriers will be few. 99.9% will opt to carry concealed. The open carriers will all be legal. The criminals will always hide theirs.

People are not startled by seeing guns. Most will just assume you're an off duty officer.

I've lived and traveled in a number of states with open carry--it is a non issue. No one pays attention to the visible pistol.
