I am not a paid subscriber and could access only the first paragraph or so of the article.

However, imho it will be the courts, not the legislature or the regents, who have the "final say" over the extent and reach of new carry rules implemented by a particular university's board of regents.

Expect lawsuits. They are coming.

Haven't read the article, but I know the process all to well:

Rules adopted by the university are subject to review at two levels:
- Not later than 90 days after president adopts rules, they must be reviewed by the Board of Regents. The Board may modify the rules by a two-thirds majority vote.
- By September 1st of each even-numbered year, the university must submit a report to the Legislature and standing committees describing the rules adopted and explaining the “…reasons the institution has established those provisions.”

August 1, 2016—Individual campus rules must be in place for campus carry, having been reviewed by the Board of Regents, and ready to be reported to the Legislature by September 1, 2016.

The regents don't really have to give an approval, but they can change them if they have enough votes.

For many of these "paid subscription" articles, the best way to see the whole thing is to go to your favorite search engine and get to the article from there rather than a direct link.

For the above mentioned article, a *gasp* Google search for the following should yield the full article:

I envision this scenario:

University A publishes its rules for campus carry to be effective August 1, 2016. B, a student at University A and the holder of a valid CCL, believes the rules are too restrictive and violate the intent of the Act.

Student B hires an attorney who then files a lawsuit and an application for TRO in the courts against University A and its new proposed rules. There will be hearings and legal maneuvering at that point. I could be wrong about this but it is my best guess at this point.

Remember, the Legislature will not meet again until January of 2017.

Threads like these make me worry that we wi never actually see campus carry. The institutions can enact strict rules disarming us, and the legal battle could potentially go on as long as they needed to, leaving the rules unchanged. Hopefully through us being pro-active we can prevent this.

Possibly, but the legislature passed campus carry, the legislature will evaluate how it is implemented, and the legislature approves state funding to colleges and universities. It isn't unusual for a bill to be forced on institutions with little or no guidance on how it will be implemented. It's a lot like children given an open-ended assignment - the schools all do something a little different, and then look around to see who gets in trouble and who doesn't. None of these schools want to lose any money over this.
When it comes up at my school I make my opinion known. When the policy comes out I'll let my legislative representatives know my opinion about it.
I also wish things were moving faster, but we are moving in the right direction!

I had a mental image pop into my head after reading your post. Unfortionately, it was of groups of OCT people walking around on a campus outrageously imprinting their OWB handguns while wearing OCT shirts and such, with something along the lines of "I'm ARMED," "Campus Carry," etc.

I hope I'm wrong, but I can imagine we haven't seen the end of OCT tactics working against us on every front. :totap:
