Is this a campus carry conflict of statutes?

Am I crazy or does 411.2031b authorize carrying a concealed handgun on campuses ( which includes buildings, streets, property, parking) today, right now, unless prohibited with. 30.06 notification?!

46.03a-2 says the same thing but doesn't kick in til August 1.

One is government code and the other penal code. Why would not 2031 allow campus carry now?

SECTION 8. This Act takes effect September 1, 2015.

Where are you seeing that GC Sec. 411.2031(b) is already in effect? As I read it, GC Sec. 411.2031(b) is created by SB 11 and doesn't take effect until August 1, 2016.

Notwithstanding the question of whether GC Sec. 411.2031(b) is already in effect, GC Sec 411.2031(b) deals with what rules an institution of higher education may adopt; it doesn't preempt the Texas Penal Code, which is where criminal law is established.

It doesn't. My mistake. The effective date is at the end and I didn't see it.
