Miami, civilian gun buy back

1) is it a buy back, if a church is doing it? Is this a loophole that allows churches to arm themselves without background checks?
2) For $125 you might be able to pick up something nice. This one is sponsored by a church in the area. Will be curious if any capitalists go down and peruse the offerings.

Is it a "buy back" if the organization performing the "buy back" never owned the gun in the first place? What are they buying back?
