I can't speak as to that office, but for red light camera violations in Garland, you go to a desk/office at the police station. You can carry there. They have separate areas (secured, I'm assuming) that are posted within the building, but any areas "open" to the public you can carry. The municipal courts building next door is a no-go though. Metal detectors and officer as soon as you walk in. I don't know which one you would go to for your "violation" if it had been in Garland. I think the only thing they handle at the police station is the red light camera violations.
