The wife and I went to visit the kiddos at A&M yesterday, especially for the youngest child's Convocation. After lunch, etc, we pulled into the parking garage. I got out of the truck and got this strange feeling about CC in Reed Arena, so I disarmed and secured my weapon.

While they were not wanding anyone, they checked every woman's purse. And, they were eyeballing every male that went in. It was not 30.06 posted , and had only gunbuster signs on the doors. I suspect they were going to use verbal notice if any guns were found.

So, isn't this counter to the new law? This was not a sporting event, etc.

Maybe or maybe not. It depends on if you showed them your LTC and they let you enter or if they wouldn't allow an LTC to enter with their gun once they saw the LTC.

They may have been looking for other contraband in addition to just guns.

And doesn't make any difference whether a sporting event or not. Unless a college sporting event is posted 30.06, you can CC under the Campus Carry law.

PC §46.035. UNLAWFUL CARRYING OF HANDGUN BY LICENSE HOLDER. (b)(2) on the premises where a high school, collegiate, or professional sporting event or interscholastic event is taking place, unless the license holder is a participant in the event and a handgun is used in the event;

(l) Subsection (b)(2) does not apply on the premises where a collegiate sporting event is taking place if the actor was not given effective notice under Section 30.06.

Maybe, since A&M is the 4th largest university in the country and a very big soft target, that all the eyeballing was an attempt at actual security. Looking for terrorists or something, not an attempt to target legal gun toters.?

I believe they could just orally tell you that they don't allow guns and that would be 30.06 notice.
So if they were wanding and you informed, then they could tell you at that point and it would be effective notice.

After some reading, it looks like the only person allowed to give notice is the president of the University, so if they did tell you no carrying allowed, I would ask to see that directive from the university president.

3) Any premises where the university, as directed or approved by the president as necessary for campus safety, gives effective notice on a temporary basis pursuant to Section 30.06, Penal Code. For this rule, the phrase “owner of the property” in Section 30.06(b) means the president of the university. No university employee is “someone with apparent authority to act for the owner” for purposes of 30.06(b). All notices under 30.06 will be institutional notice, conform to Penal Code sections 46.03 and 46.035, and apply equally to all license holders.

Wow! I didn't expect that! very specific when there is at least one rule that is vague. Good job MR PRESIDENT! He apparently doesn't want ANYONE to steal his thunder and makes it perfectly clear!
