Does anyone know the first year that you could get a CHL??

I might be wrong here, but the Bill passed in 1995, I don't believe the Bill became effective law until January 96, they had to train instructors. I don't believe it was possible until at least until January 1996 to get a CHL..

According to the website I referenced
http://txchia.org/texas-ltc-information ... led-carry/, it was Sept 1995 that the law became effective, but people couldn't start concealed carry until January 1, 1996.

In my circles, we gave Suzanna Hupp most of the credit for getting it passed even though she wasn't in the legislature then. Her story was so awesome: law abiding, good people, who couldn't stop a lunatic with a gun at Luby's because they choose to follow the law and he didn't.
