International students who want their LTC

I know a few international students who are here on a student visa who have expressed interest in becoming a gun owner and getting their LTC. Could someone provide me with a link that explains the details on what they would have to do to get their LTC?
I wasn't sure enough to give them a solid answer on either question. I did a google search and never could find a definitive answer.

Shoot! If Hillary becomes president this international student will probably apply to get the CHL and "accidentally" be issued citizenship!!!

No. They are too likely to vote Republican if they want to be a gun owner. More likely that their visa gets cancelled "by accident".
