I recommend that your friend get a copy of his or her disposition paperwork from the court clerk and take it to an attorney who is familiar with firearms law. There may be a huge difference between a final conviction, a deferred adjudication, and a pre-trial diversion.

If it's a felony conviction, then it's a lifetime exclusion, unless he takes action to change his status. (Order of non-disclosure, etc.) If it's a successfully completed deferred adjudication, then it will depend upon where "evading" is listed in the Penal Code. Only Chap. 29 (Robbery) and Title 5 offenses are lifetime bars even for a successfully completed deferred adjudication. Otherwise, this offense would not be a bar after 10 years.
