Holiday Magic Festival of Lights Retama Park Selma TX

My family wants to go to Retama Park to see the Holiday Magic Festival of Lights tonight. It appears that most everything will be on the grounds/parking lots outside the actual racetrack. There is no horse racing going on while this event is being held. My question is, does "premises of a racetrack" as prohibited in 46.03 (4), only apply to buildings as it does with schools? I want to carry there absent of any 30.06 posting.
