Question about State licensing entity limiting guns.

I have a friend that works at a private, non-profit entity that receives licensing from Health and Human Services. In a casual conversation he said the HHS licensing does not permit LTCs to carry at work. We didn't get too deep into a conversation about it at the time but as I thought more about it later I got to questioning.

If the State (or any governmental entity) can't restrict a license holder via 30.06/30.07 on government property then what allows a State agency to limit carry by a license holder under, in this case, HHS licensing on private property? Is it just the shear fact that if you want to be licensed by the State you have to play by their rules? It seems to me the if the State can't post government property then they shouldn't be able to tell the private entity they can't carry via holding their State license hostage.

I need to do some follow-up with my friend but I would love to hear from someone that has more knowledge or insight on this.

There are some threads around here discussing state requirements that forbid licensed carry for licensed child care facilities, but it's hard to find them using the search function, you have to get the words just right. Anyway, you may find some insight in those threads if you can find them.
