When is a shotgun also a pistol?

I have a .410 snake charmer that comes complete with a velcro holster. Its a fully operational shotgun, complete with a barrell length of 18.25 inches. Considering it IS a shotgun, can it be carried on my person, in its handy velcro holster, and NOT be considered an illegal "open carry" firearm in Texas?

What is the overall length? I believe the National Firearms Act defines what is legal and isn't. I see them for sale over the counter at Academy and other stores - what does the ATF form say? If it is a "shotgun", I would assume you could carry it, but not concealed. It would be like totin' a shotgun, walking down main street. 8)

It's over the 26" minimum OAL. It's a long gun, even though it's a short long gun. ;)

Texas has no restrictions on carry of long guns, open or concealed, loaded or not, except for those places where it's illegal to have a gun at all (courts, etc.), or illegal to have a gun that isn't unloaded and cased for transport (secure area of airports).
