Straight story on Veterans CHL applications...Fee Reductions

Just got off the horn with Austin...And since I have not seen the actual procedure or what you need to do and when exactly...I figured I'd throw it together in this post...

The young lady I talked to emphasised that those individuals renewing or getting their initial CHL licences should wait to send them in till you can get the packet postmakred on the 1st of September at the earliest...

The only document they would want to see is the Military's DD-214 showing an "honorable" discharge status...A copy is sufficient...No need to notorize or certify it in any way...She said that was fine...

She also said that a short statement with that DD-214 attachment explaining that you are submitting to obtain the discount in the fee for the initial, renewal, change of address, or replacement license would smooth the process out...

This information will be input into your "file" electronically, and should not be a problem in the future for any additional business you may need to conduct with the Austin CHL office in this regard...

The key between now and the 1st of September is hold-off if you can...Wait to submit if you want to take advantage of the fee reduction for Veterans till that time...

I also asked about any issues or problems the folks there working in the office are having with us and our information, and she honestly said that the folks who have any arrests, or convictions really need to square away their information (meaning at the very least "disclose" the incidents) so that the investigators at least have something to go on and they'll determine how it goes at that time...

That include Juvenile record, misdemeanor issues, etc etc...If you have the time and ability to obtain that information wherever it may be archived or whatever, try to retrieve it, and at the least disclose enough information so they can proceed...

Thats what they told me was their biggest beef...

Otherwise, they are extremely happy to be busy processing this stuff... :roll: , Yeah right... :lol: :lol: :lol:

Don't forget, also there is a new law that talks about the changes in the need to retake the CHL class if you have already renewed 3 times, you should not have to retake any renewal class or range qual for ten (10) years...But this should be split off into another discussion...Thats the only other thing she and I discussed...

HB1839.

It applies to the 3rd and subsequent renewals, so if you've renewed twice, then you don't have to take a renewal course for your next renewal, if you wait until after Sept. 1, 2007 to apply.

(a) To renew a license, a license holder must:
(1) complete a continuing education course in handgun proficiency under Section 411.188(c) within the six-month period preceding:
(A) the date of application for renewal, for a first or second renewal; and
(B) the date of application for renewal or the date of application for the preceding renewal, for a third or subsequent renewal, to ensure that the license holder is not required to complete the course more than once in any 10-year period;
(2) obtain a handgun proficiency certificate under Section 411.189 within the six-month period preceding:
(A) the date of application for renewal, for a first or second renewal; and
(B) the date of application for renewal or the date of application for the preceding renewal, for a third or subsequent renewal, to ensure that the license holder is not required to obtain the certificate more than once in any 10-year period;
I am usually pretty good at deciphering the language, but can ya clarify that for me?

For ten years right?

Say I renewed in April of '07. and that was my 3rd renewal. So when my license expires in 2012, I won't need a class (pretend I am not an instructor), but will in 2017, as it will be been 10 years. Am I on track?

WHAT? Where have we been, and why is this the first time we have heard about this?

Are there other obscure bills out there that passed and we didn't notice?

Bingo...This is just some of what the folks in the CHL office in Austin are keeping tabs on...

We could start a club on this one. :headscratch I had to draw a time-line to see if they accomplished what the author intended with this bill.

In short, if you are applying for your 3rd renewal, you have to have a TR-100 that is dated within 6 months of the current renewal (the 3rd) application, or within 6 months of the preceding renewal (the 2nd) application. If you don't go to a class for your 3rd renewal, then you'll have to go to one for your 4th renewal, but not the 5th, and so on.
