20+ year old DV no contest

A friend of mine applied for his LTC after taking my class.
He was denied. He forgot about a DV incident he plead no contest to in a plea deal when he was 20. He's in his 40's now and nothing else like that on his record. He says, And I know i'm getting biased info, that it was a trumped up charge from a contentious break up he went through. He said he plead out because he couldn't afford the cost of defense. He was told that in 12 years it would go off of his record.
My question is... Is he permanently screwed in regards to a Tx LTC? Other than expungement is there any other option for him?
