I would call the DPS myself and ask them, if I were you. Everyone here is well intentioned, and for the most part, well informed. But you might unintentionally receive incorrect info. 100% with what TAM said. That way when you call them, you KNOW what the proper address is and other issues that we on the forum cannot address. Good luck and welcome to the forum! 
From whence did the letter come?
