Have any of the Rogue DA'S stated if they are going to obey the new law or are they going to continue to arrest people for having a handgun in their car? inspite of what the law is.

They are Politicians. They will not to commit to anything in writing. We will only be able to see if they comply by watching any cases that come up in the news. Which will be a great deal less than what will actually happen!
