Who can carry at a public school?

I was at my son's school this morning and a brinks money courier walked into the school OCing. I never gave much thought to anyone other than the police.

So who all is able to carry at a public school?

Peace Officers and anyone with permission from the ISD. We had armed money couriers go into the admin building to collect the daily bank deposits at my old ISD.
2/26-Mailed paper app and packet.
5/20-Plastic in hand.

Aren't the Brinks and other similar folks licensed security personnel and can only OC when working and in uniform?

Also, as an aside, what kind of school has a Brinks courier bringing or retrieving money? I don't think I've ever seen one at any school before.
I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.

Realize that a security guard is carrying on the authority of his security license. So CHL/LTC rules do not apply. The school and/or school district would have a signed contract with the guard company and it most certainly gave them permission to have Level III Security (uniformed and openly armed) perform the duties of the contract.

Now if he wasn't on duty AND performing a contracted job at the school then that I think would be a violation.

He was in uniform and the truck was out front

It's actually commonplace, since schools deal with a good amount of money each day, and must be deposited frequently, and securly. At my wife's elementary school (she was the principal there, before she died a couple of years ago) they had daily armed courier pickups of deposits, and they usually had somewhere between a couple of hundred to a thousand dollars in their deposits. Why? Lunch money, primarily, along with fees and moneys for student activities. At $2.25 per lunch, it adds up quickly.
