I was wondering the same thing. The report doesn't say whether the malfunction was permanent or not. Maybe the force of the bullet knocked the slide out of battery? I would think the gun would still fire even if the frame flexed to the point that the slide couldn't move.

It's possible he got one shot off and the slide wouldn't move, or that the impact caused the slide to open enough to take it out of battery as you mentioned.
