jallen, this discussion is only about private universities.
I generally support the fact that private universities, like private employers, have rights to their properties, just as we have our rights. The argument that private universities somehow receive govt funds, should make them not private, would apply to any private company, govt contractor, etc. who receives any govt money.
Full disclosure. I used to work for a private government contractor, and now I work for a private university. I'm not happy with all their policies, but I have to tolerate them to keep my job. Their property, their rules.

I hope this is mostly relevant to the spirit of this thread. I know someone who works at Mountain View, a part of the Dallas community college system. There is a question whether Mountain View would be covered by Campus Carry in 2016. I told the person that I thought that would be covered in 2017 but I had no reference point as to why.
The campus police there have stated firmly and fairly openly that they intend to get Mountain View exempted from Campus Carry. This could be one of the places which becomes a catalyst for further legislative action in the 2017 session and further clarification of the fact that public schools cannot opt out, even if their police forces try to force it.
Another question is about whether the employee handbook can demand that employees not have guns in their cars. I know that the normal public schools can do this but I thought that the campus carry legislation did not allow preemption of storage in vehicles, similar the the parking lot bill for regular employers.

iirc, community colleges will be subject to the campus carry laws but their implementation date was set later than the August 1, 2016 implementation date for four-year institutions. That's probably where you're getting 2017.
I'm not sure how the Mountain View police department intends to get their campus exempted from the law as it now stands. At this point, that can only be done by the Legislature during the 2017 session and the Mountain View PD's options are to pound sand, or pound sand.
