Actually it was in a case. I didn't have a holster yet - that's why I took it to the store to try them out.

That was sort of my point. Suppose the guy had carried an unloaded pistol into the store in a case and was merely trying to find an appropriate holster for when his LTC finally arrives (he may have even checked with store personnel first). It's a reasonable assumption that if he has an LTC that he would follow the law. I understand the law as you quoted it, but I'm not in the enforcement business anymore nor do I have any duty to flee from someone committing a misdemeanor as long as I am not complicit or feel threatened.

Actually I quoted a quote of the law, but I am not certain that this applies to trying out a holster. But it's the closest I know about.
Sometimes it's not practical to try to cover every situation by passing a law and use some common sense instead.
I suppose I could have bought several holsters and taken them home to try them out and then returned them to the store.
I didn't want to go through that hassle for myself or the gun shop owner.
As long as the gun is not loaded and the person is not pulling the trigger or pointing it at people, it doesn't bother me.

Based on the description in the OP, I was presuming that it was a carry gun, therefore presumably loaded. That is what would have caused me to leave. Not "flee", just leave.

I wouldn't say or do anything. If he's just there not threatening anyone why stir something up. One of the problems with the world today is people don't mind their own business.

I witnessed a similar incident at Ray's Sporting Goods last summer. A guy walked in, approached the sales person at the front counter. He said, he was looking for a holster to fit a gun. He showed the sales person the gun and of course said, " it's not loaded"! The sales person directed him to the holster section.

I purchased my items and quickly left the store.

I have done it two different ways. One time they (Academy) had the same gun in the glass as the gun I was looking at a holster for. I asked the guy at the counter if he could pull the gun from behind the glass to see if it fit the holster. He did, it did not. The other time, at a true gun only store, they did not have the same gun as I was looking for. I ask if it would fit my specific gun and he asked if I had the gun with me. I happened to be carrying it in a cheap holster at that time and told him yes. He said, "just take your gun to your car and unload it and bring it back in with the slide open". I did and he checked it and it fit. Still have the holster and gun, but have changed my EDC several times since then.
