One of my coworkers has an in-law who is interested in getting a CHL, but he is a Mexican citizen, but a "Resident Alien" of the USA
Barring any other factors, is a resident alien eligible to get their CHL in Texas?

So long as he is a legal resident alien, he can get Texas CHL/LTC.

Yes. As long as he has his resident alien card and meets all of the other regular criteria.
