Pennsylvania LTC holder kills young girl in road rage incident. May he rot in jail.

I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.

It's the way it's stated in the Pennsylvania statutes http://law.justia.com/codes/pennsylvani ... pter-9/907
"Instrument of crime." Any of the following:
(1) Anything specially made or specially adapted for
criminal use.
(2) Anything used for criminal purposes and possessed by
the actor under circumstances not manifestly appropriate for
lawful uses it may have.
It is based mainly on intent of or actual use
