Why didn't the RSO clear the range before the start? Why didn't the unplanned target get out of there when he heard the start of the shooting??

When this video first popped up, there was discussion on the competition forums about it's provenance, and likelyhood.
- at the time, no one was able to determine where this took place, and no club owned up to it.
- the consensus was that the RO in this scenario was an incompetent moron
- it was pointed out that the shooter is ALSO responsible for making sure the range is clear before LAMR
- that the downrange staffer must be deaf dumb and blind to miss 1) "Range is going hot" announcement, 2) the start buzzer, 3) the initial shots, 4) the intermediate shots which would have whizzed past him or hit him
The general conclusion was that this video was 'fake news' composed either for training purposes or out of boredom, and that it was STILL a stupid and dangerous stunt, if it took place as filmed.
