Purely from the perspective of weather, I am a little dubious of North Dakota...but then again I live in Texas. Based on that list I guess people really like the cold.

With heat and a/c one can always stay comfortable indoors. But outdoors you can dress for the cold, but there's no way to dress for 100+F, with or without high humidity, and be comfortable. If there is, let me know, as I hate the summertime here more than I hated the winters in Alaska.

After 2 years of Cheyenne Wyoming and studded snows 10 months out of the year courtesy of the USAF I love Texas weather. It is easier to cool off from the heat than get around in really cold weather.
