CHL instructors please help with fingerprinting

I have taken a class at HPD and instructed by HPD identity division and at the service center were I work, but some of the officers still think you have to be a LEO in order to do this for CHL, are there any written requirements for this by DPS or FBI fingerprints ??

I think it makes Sarge a little nervous to sign on a official dept letterhead for some reason

All that is required is a letter from the dept saying you have been trained and demonstrated the ability to roll prints correctly.

DPS is not very particular about this... maybe they say something if all your prints are rejected but the requirement is pretty easy.
